An Overview of DDS Waiver Services and Supports for your Clients

Presenters:

Siobhan Morgan, Director of Waiver Services for the CT Department of Developmental Services (DDS)

Siobhan joined DDS in 1994 as a case manager.  Since then, she has also worked as a Supervisor of Case Management and, beginning in 2008, as a Program Manager overseeing the Aging and Case Management, including the initialization and ongoing management for Money Follows the Person. In June 2012 she was promoted to Director of Waiver Services; Connecticut’s DDS operates three Home and Community Based Services waivers pursuant to Section 1915(c) of the Social Security Act.  Siobhan has 30 years of experience working with Individuals, Families, Case Management Staff, and Providers regarding a variety of person centered planning tools. 

Siobhan earned her undergraduate degree at Southern Connecticut State University and a Master’s Degree in Gerontology and Human Development at St. Joseph College, West Hartford, CT.

Kathleen Tetreault, Czepiga Daly Pope

Kathleen Tetreault is an Associate Attorney with the law firm of Czepiga Daly Pope, whose practice focuses special needs planning, elder law, and estate planning.  Attorney Tetreault graduated magna cum laude from Western New England University School of Law.  Upon graduating, Attorney Tetreault served as a judicial law clerk for Justice David Borden and Judge Thomas West of the Connecticut Appellate Court.  Prior to joining Czepiga Daly Pope, Attorney Tetreault worked as a special education attorney, representing parents of students with special needs.  In her present role, Attorney Tetreault’s practice incorporates advocacy for individuals with intellectual and developmental disabilities.

Attorney Tetreault is a member of the Executive Committee of the Elder Law Section of the Connecticut Bar Association.  She also serves as the Co-Chair of the Elder Law Committee within the Young Lawyer’s Section of the Connecticut Bar Association.  Attorney Tetreault is licensed to practice law in both Connecticut and Massachusetts.

Program Description:
This presentation will provide practitioners with an overview of the role and responsibilities of the Connecticut Department of Developmental Services (DDS), bringing particular focus to the five Medicaid Waivers available to individuals with qualifying intellectual disabilities. Siobhan Morgan, the Director of Waiver Services for DDS, will discuss each of the Waivers in conjunction with the eligibility rules and application process. This presentation will further include case studies presented by Attorney Kathleen Tetreault regarding practical considerations in accessing DDS supports and services for your clients.
