Essentials of Veterans Benefits for Elder Lawyers

Presenter:  Matthew T. Stillman, Esq., J.D., LL.M.

Attorney Stillman practices locally in the areas of Estate Planning and Elder Law. Matthew Stillman assists clients in various matters, including Veterans’ Benefit Planning. He regularly advises clients on asset protection, drafts Medicaid applications to the Connecticut Department of Social Services, and advises on and/or drafts V.A. benefits applications to the U.S. Department of Veterans’ Affairs.

Program Description:  What are the essentials of VA benefits? Veterans’ benefits come in many different forms, and are considered benefits directly from one of three agencies within the U.S. Dept. of Veterans Affairs (“VA”), a federal department within the Administration. As attorneys practicing in Elder Law, it is important to be aware of these benefits since they can extend a Veteran’s or his or her spouse’s independence for some time.

This presentation will be an overview of the primary benefits sought from the VA, including new information for those who may have heard this before. This Essentials seminar and written materials will address the broad scope of what is available, what is new, and what is (likely) unknown or not well recognized. Overall, this seminar will illustrate 1) some of the benefits available to Veterans; and 2) how these benefits can be used to your client’s advantage (medically or financially).

Topics to be Covered:
a. Refresher on who can assist Veterans;

b. Discuss the cemetery benefits and nine areas of benefits available to Veterans, with a focus on:

1. Health benefits provided to local veterans by the Veterans Administration, including how to qualify for medical coverage; and

2. A Refresher on Aid and Attendance/Service-Connected Disability benefits (to now include Camp Lejeune veterans);

c. Discuss any updates regarding changes made in the Veterans Administration system through the date of the presentation; and

d. Briefly discuss RECA (Radiation Exposure Compensation Act)
