2022 Legislative Session

Governor Lamont continues to update Connecticut residents on COVID-19 with news briefings every Tuesday and Thursday afternoon. Connecticut is currently scheduling individuals 75 and older as part of Phase 1b for the COVID-19 vaccine, with individuals between the ages of 65 and 74 the next group to be scheduled. Note the Governor’s response plan for COVID-19.

Additionally, Governor Lamont has been appointed as co-chair of the National Governors Association’s Pandemic and Disaster Response Task Force.

The governor will present his budget in the next couple of weeks with proposals to close an estimated deficit of $1 billion for Fiscal Years 2022 and 2023. In Fiscal Year 2021, there is an estimated surplus of $137.6 million, though likely much of that surplus will be re-appropriated for a number of items during this legislative session.

Executive Orders expire on February 9, 2021. The governor’s staff is discussing with the caucuses how to remedy the issues challenging the business community. A number of issues are being proposed through the legislature to codify many of the executive orders, including virtual meetings for business boards, remote notarization, and countless orders in the branch that the CBA has been working with for months. The question is for how long the executive orders may continue.

BILL DISTRIBUTION TO CBA SECTION LEADERS

Almost daily there are bills of interest that have been raised by committees and are introduced either as concepts or drafted bills. These House bills and Senate bills are distributed daily (before 7:30 AM) to the CBA section and committee chairs and legislative liaisons to review and distribute to their members if they feel necessary for discussion.

Please check the most recent CBA legislative agenda to assure that you (stills) have positions in support of or against legislative proposals. If necessary, please submit your position request to the Legislative Policy and Review Committee. If there are bills that I may have missed for monitoring, please contact me.
