Insight and Practice Tips for Handling Applications under the
Religious Land Use and Institutionalized Persons Act (“RILUPA”)

Program Description

For those who may represent a religious community, the presentation will address the rights of religious communities to build or expand places of worship and other buildings for religious use.  For those who may represent a municipality, the presentation will address the manner in which the zoning regulations should regulate a religious communities and the advice that you should provide to your land use agencies when considering an application filed by a religious community.

Presenters

Carolyn Ikari, DOJ- Civil Rights Division
Attorney Ikari has been an Assistant U.S. Attorney in the Civil Division for 23 years.  Her practice focuses on trials of employment matters in which she represents various federal agencies, such as the Departments of Labor, Treasury, Veterans Affairs, and the U.S. Postal Service.  Attorney Ikari also litigates a wide variety of civil matters, including immigration, tax Freedom of Information, military records, and Medicare.  She is a graduate of the University of Pennsylvania and the University Of Virginia School Of Law.

Mario Coppolla, Berchem Moses, PC and former CBA P&Z Section Chair
Mario F. Coppola practices in the areas of municipal law, land use and zoning, property tax assessment appeals, real estate transactions and general civil litigation. Mr. Coppola has handled hundreds of land use and zoning and tax appeal matters from the administrative level through the Connecticut courts. Mr. Coppola currently serves as Corporation Counsel for the City of Norwalk. an Assistant Town Attorney for the Town of Westport since 2006. Mr. Coppola regularly provides legal representation and services to other municipalities, including the Towns of Easton, New Canaan, Trumbull, Weston and Wilton.
