Ginny Kim is deputy general counsel and chief compliance officer in the State of Connecticut Office of the Treasurer. Attorney Kim joined the treasurer’s office in January 2022, after more than twenty-five years of private sector practice. She provides advice and counsel to the treasurer and his staff on matters impacting the Office of the Treasurer, negotiates contracts with external parties relating to contracts and disputes, and conducts internal investigations. She is also responsible for the agency’s compliance programs and for employee training and development activities focused on collaboration, diversity and inclusivity at the Office of the Treasurer.
Prior to joining the treasurer’s office, Attorney Kim was vice president and managing counsel at RTX (formerly known as United Technologies Corporation). Throughout her twenty-two year in-house legal career, Attorney Kim managed teams of professionals, served as chief legal advisor to business presidents, and oversaw legal, transactional, dispute, governance, and compliance matters for several of RTX’s business units, including Pratt and Whitney, Sikorsky, Otis, Collins Aerospace, and UTC Corporate Headquarters.
Attorney Kim previously practiced law at the law firms of Dewey Ballantine LLP and LeBoeuf, Lamb, Green and Macrae LLP, where she served as advisor to some of the firms’ clients and completed numerous corporate finance, acquisition, and divestiture deals.
Attorney Kim currently serves on the boards of directors of several non-profits, including the Lawyer’s Collaborative for Diversity, the Center for Children’s Advocacy, The Connecticut Forum, and the Connecticut Asian Pacific American Bar Association. She is a member of the Connecticut Bar Association Civics Education Committee, a James W. Cooper Fellow of the Connecticut Bar Foundation, and a member of the National Asian Pacific American Bar Association.
