TITLE: The Connecticut Conservator Standards of Practice

Speaker: Paul J. Knierim, Probate Court Administrator.

Program Description: Public Act 17-7 provided that the Probate Court Administrator shall, in consultation with the Connecticut Probate Assembly, adopt standards of practice to provide guidance to court-appointed conservators in the performance of their duties.  The Connecticut Probate Assembly formed a Committee to draft the standards of practice with the goal that they will be finalized by July 1, 2018.  Paul Knierim will be providing an overview of the current version of the proposed Connecticut Conservator Standards of Practice.

Biography:  Judge Knierim began serving as Probate Court Administrator in 2008 and has been involved in various public service capacities for most of his career. He served as judge of the Simsbury Probate Court from 1999 to 2011 and was Chair of the Probate Assembly’s Ethics Committee from 2003 to 2008. He previously served three terms in the General Assembly, where he was Assistant Minority Leader and Ranking Member of the Education Committee. From 1990 to 2000, Paul practiced law in the estate planning field and was a partner in the office of Drew, Mersereau & Knierim and later at Cummings & Lockwood. Before entering private practice, he was law clerk to Chief Justice Ellen A. Peters.  Paul has been a member of the Connecticut Bar Association since 1989 and was elected as a fellow of the Connecticut Bar Foundation in 2010. He teaches English as a second language at Literacy Volunteers Greater Hartford and is a past board member of the Simsbury Land Trust and the Connecticut Trust for historic preservation.  He is a graduate of Williams College and the Yale Law School.
