Speech and the Criminal Law:
When is Speech Protected Under the First Amendment or
Not Protected and Subject to Criminal Liability?

Speaker:  Hon. Hope Seeley

Judge Hope Seeley graduated from U Conn with a Bachelor of Arts, Magna Cum Laude in May 1986 and earned her Juris Doctor with honors from U Conn School of Law in 1989. She was confirmed as a Judge of the Superior Court in 2013, is currently the Assistant Administrative Judge for JD Tolland, assigned to the criminal jury docket. She serves on the Executive Committee, Education Committee, the Judicial-Media Committee and the Criminal Jury Instructions Committee for the Judicial Branch. Prior to her appointment, she practiced in both the state and federal courts and was involved in a broad variety of criminal and civil cases, both at the trial and appellate levels. 

Program Description:

An informal discussion of the Connecticut cases on the criminalization of speech and the interplay between first amendment protections and the exceptions such as “fighting words” and “true threats” in the context of crimes such as breach of peace, threatening and disorderly conduct.
