Attorney Susan Scott, Legal Director for Connecticut Technical Education and Career System (CTECS), and Attorney Gwaina Wauldon, staff attorney for CTECS, will speak about CTECS breakaway from the  Connecticut Department of Education and the Transition of CTECS to an Independent State Agency.

About the Speakers

Susan Scott

Susan Scott is the Agency Legal Director for the Connecticut Technical Education and Career System (CTECS).  She has extensive experience in school law and has served many public school districts in Connecticut. Before joining CTECS, she was counsel at Pullman & Comley LLC, where her practice included labor relations, employment, board governance, student discipline, civil rights, special education, and policy development. 

Prior to returning to her home state of Connecticut, Ms. Scott was an Assistant Public Defender for the Office of the Public Defender in Providence, Rhode Island where she handled a large felony caseload. She also worked for the Rhode Island Disability Law Center where she represented individuals with disabilities in civil rights, employment and special education matters.

Ms. Scott received her J.D., cum laude, from Boston College Law School and her B.A. in Urban Studies and Political Science from the University of Pennsylvania. 

Gwaina Wauldon

Gwaina Wauldon is a Staff Attorney at the Connecticut Technical Education and Career System (CTECS) where her practice focuses on school law, labor and employment. Prior to joining CTECS, she was Executive Director for Equal Opportunity Programs and Title IX Compliance at University of Hartford.  She also served as the Title IX Coordinator and Director of Student Accessibility Services at the University of Bridgeport.  Ms. Wauldon has worked in both the for-profit and not-for-profit sectors, serving previously as the Program Director for Families in Crisis, a criminal justice agency where she assisted Connecticut clients in domestic violence and re-entry programs.
 
A native of Buffalo, New York, Ms. Wauldon earned her J.D. from the University of Connecticut School of Law, where she was the winner of the Alva P. Loiselle Moot Court Competition and was also a member of the Moot Court Board.  Ms. Wauldon holds a Master of Science degree summa cum laude in Criminal Justice from Buffalo State College and a bachelor’s degree magna cum laude from the University of Buffalo.
