About the Program

The afternoon begins with a Criminal Justice Section Meeting at the CBA Law Center at 3:00 p.m., followed by a 90-minute presentation by the Hon. Eliot D. Prescott, Deputy Chief State's Attorney, Inspector General.

As both officer-involved shootings and the investigatory process are often in the news, what procedures does Connecticut have to insure both transparency and accountability?  We will learn about how the statutory mandate of the Office of the Inspector General is translated into investigation of matters that should never be treated as routine:  the use of deadly physical force, physical force that results in death, failure to intervene, and deaths in custody.  Inspector General Prescott will explain the process, draw parallels to other procedures, and share some specifics to illuminate this important work.  (Disturbing details and images may be shared.)  We will see how the Inspector General’s experience in litigation, as a professor, as a jurist, and as an author writing about evidence contributes to the goals of the office.

This section meeting is in-person only. The CLE program will be both in-person and virtual. Criminal Justice Section members are encouraged to attend the section meeting, and if they stay for the CLE program, the section will pay their registration fee.
