GENERAL FUND UPDATE
State Comptroller Sean Scanlon, in his
monthly financial and economic update, projects that the General Fund will end Fiscal Year 2024 with a
surplus of $329.3 million and the Special Transportation Fund with a surplus of $277.3 million, in general agreement with the Office of Policy and Management’s projections. The
General Fund surplus projection increased $104.7 million from the prior month due to decreased expenditures across state agencies, increased federal grant revenue, and upward revisions in various other revenue categories.
In his letter to Governor Lamont, Comptroller Scanlon stated that current Budget Reserve Fund, or Rainy Day Fund, projections put the balance at $4.9 billion, or 22.4% of net General Fund appropriations, 6.3% higher than last month’s projection. This brings the anticipated transfer to the State Employees’ Retirement Fund and/or Teachers’ Retirement Fund, as required by state statute, up to $853.6 million
HONORABLE RAHEEM L. MULLINS NOMINATED AS CT SUPREME COURT CHIEF JUSTICE
Governor Lamont is nominating the Honorable Raheem L. Mullins to serve as Chief Justice of the Connecticut Supreme Court. In addition to serving as a Justice on the state’s highest court, the position of Chief Justice is responsible for serving as the head of the Judicial Branch of state government and overseeing the administration of the state’s courts.
Justice Mullins is currently an Associate Justice of the Connecticut Supreme Court, where he has been serving since November 1, 2017. At the time he took the oath of office, he became the youngest person to ever serve on the Supreme Court. During his tenure on the court, he has participated in more than 150 cases and authored approximately 70 majority opinions.

Governor Lamont and Connecticut Transportation Commissioner Garrett Eucalitto announced that they have received notification from the U.S. Department of Transportation’s (USDOT) Federal Highway Administration (FHWA) informing them that the Connecticut Department of Transportation (CTDOT) is being awarded $3 million in “quick release” funding from its Emergency Relief program to aide in the immediate recovery efforts following the August 18 historic rain and flooding event in western Connecticut.
Governor Lamont and Connecticut Education Commissioner Charlene Russell-Tucker are urging local school districts in Connecticut to consider implementing recommendations contained in a position statement and policy guidance document regarding the use of personal technology, such as smartphones and similar devices, in K-12 public schools that was adopted late August, 2024 by the Connecticut State Board of Education.
