GOVERNOR NOMINATES KATHLEEN UNGER HOLT AS CT HEALTHCARE ADVOCATE
Governor Lamont is nominating Kathleen Unger Holt of Mansfield to serve as Connecticut’s Healthcare Advocate. Holt was most recently the Associate Director for the Center for Medicare Advocacy, a Connecticut-focused, national, nonprofit law organization that works to advance access to comprehensive Medicare coverage, health equity, and quality healthcare for older people and people with disabilities. Holt will succeed the most recent healthcare advocate, Ted Doolittle, who stepped down from the position last year to accept an appointment as a federal immigration judge.
Holt will begin serving as healthcare advocate in an interim capacity effective September 30, 2024. At the start of the next regular legislative session, which begins January 8, 2025, the Office of the Governor will forward Holt’s nomination to the Connecticut General Assembly for its advice and consent. Upon being confirmed by the legislature during the regular session, she will begin serving a full four-year term.
GOVERNOR APPOINTS PHILIP ZECHER AS CHAIRPERSON OF CT I\NVESTMENT ADVISORY COUNCIL
Governor Lamont is appointing Philip Zecher of Stamford to serve as Chairperson of the Connecticut Investment Advisory Council (IAC). The IAC is the state entity that is statutorily responsible for assisting the state treasurer on investment policies. Zecher currently serves as the chief investment officer for Michigan State University (MSU) at its Stamford, Connecticut, office, and he is responsible for overseeing the university’s $4.2 billion endowment.

Connecticut Treasurer Erick Russell announced investment performance data for the state’s pension funds and trusts, showing returns of 11.5% for the most recent fiscal year, which ended on June 30. The funds have outpaced the assumed rate of return of 6.9% in each of the last two fiscal years. The funds benefited from $1.9 billion in excess contributions made as part of the state’s fiscal guardrails. Total assets within the fund increased $6.7 billion in Fiscal Year 2024.
Governor Lamont announced that the State of Connecticut, through a collaboration between several state agencies, UConn, and other partners, will host a series of in-person, online, and hybrid events from September 22 to 29, 2024, in recognition of its first ever Sustainability and Resiliency Week.
