COMMITTEE DEADLINES
The Connecticut General Assembly adopted joint rules that set committee deadlines for the legislative session, the rules also preserved the ability to testify remotely.
2025 MAJOR ISSUES
Every year, the legislature’s Office of Legislative Research (OLR) identifies and provides brief descriptions of important issues the General Assembly may face during the legislative session. OLR identifies these issues through a variety of tools including interim studies, legislative research requests and non-confidential discussions with legislators. In addition, they also consult with the Office of Fiscal Analysis (OFA) and the Legislative Commissioners’ Office (LCO) when selecting issues. The report is organized according to the committee that has primary jurisdiction over an issue. Because more than one committee may consider aspects of the same issue, descriptions may overlap.

DSS RATE STUDY OVERVIEW & RESULTS REPORT
Today, the Medical Assistance Program Oversight Council (MAPOC) received a Rate Study Overview and Results Report from the Connecticut Department of Social Services (DSS) in their January monthly meeting. Below is an overview of the report for your review.
Report Overview:
·Assessment of the current Connecticut Medicaid methodologies, including the basis and components of rates and processes.
·Review of each of the codes in the fee schedule and the development of “benchmarks” for comparison.
·Results of analyses in Phase 2 include Phase 1 findings and findings from the Waiver Rate Study.
·Comparison analyses were based both on Medicare rates, where available, and a five-state average.
·Certain cost-based provider-specific methodologies were analyzed using an alternative approach.

SPECIAL ELECTIONS
Governor Lamont announced that he has scheduled Tuesday, February 25, 2025, as the date to hold Special Elections to fill two vacancies in the Connecticut General Assembly. They include the 21st Senatorial District, which consists of portions of Monroe, Seymour, and Stratford, and the entirety of Shelton, and was most recently held by Kevin Kelly; and
the 40th Assembly District, which consists of portions of Groton and New London, and was most recently held by Christine Conley. Both seats became vacant effective January 7, 2025, upon the resignations of the incumbent officeholders.
