Summary of 2025 Construction Law Legislative Changes and Related CHRO Interim Compliance Processes

Program Description

During the 2025 legislative session, the Connecticut legislature enacted various statutory amendments that change the legal compliance requirements applicable to public project owners, general contractors and construction managers, and trade subcontractors involved in the award of contracts for, and the construction of, public works projects, including but not limited to changes to the Connecticut prevailing wage law, and the affirmative action and “set-aside program” requirements previously established under C.G.S. §§ 4a-60 through 4a-60g and 46a-68 through 46a-68k. This Construction Section Program will include a discussion by attorney Maxwell Abu-Dietz summarizing notable changes to construction statutes, and will host speaker Spencer Hill, Human Rights Attorney from the Legal Division of the Connecticut Commission on Human Rights and Opportunities, who will discuss procedural steps for compliance with non-discrimination requirements under C.G.S. § 4a-60 and the SBE/MBE contract award goal requirements under C.G.S. § 4a-60g during the interim period before per-project spending allocation goals are anticipated to be established beginning in July 2026.
