Child Welfare and Juvenile Law Section Honors Robert Moore at Section Meeting

Attorney Robert J. Moore was honored at the Child Welfare and Juvenile Law Section's April 17 section meeting.

On April 17, 2025, the Child Welfare and Juvenile Law Section was happy to recognize Attorney Robert Moore for his 20 years of service in the Juvenile Court.

Robert “Bob” J. Moore enrolled in Vanderbilt University in Nashville Tennessee in 1964 as one of the university's first Black students. He graduated from Vanderbilt in 1968, receiving a BA in German and English. His first teaching assignment was at Bulkeley High School in Hartford, where he taught English as part of the MAT Program at Wesleyan University. He received a Master of Arts in Teaching (English) at Wesleyan University in 1970. He served in the New Haven Public Schools for 34 years. Upon retirement, he sought a new challenge.

Bob Moore graduated in 1988 with his JD from the University of Bridgeport School of Law, while still teaching in the New Haven Public Schools. In 1990, Attorney Moore was admitted to the Connecticut Bar. His love of teaching continued during his legal career as he taught mock trial and law to high school students. He is proud to share that at least three of his students have become lawyers.

In 2005, his father passed away, which was the same year he started working in the juvenile court. His father was so proud that he had risen and become a lawyer devoted to serving his community. Bob has provided direct representation to over 2,500 children and parents and has also served as a guardian ad litem (GAL) to many other children. His legal acumen has garnered several precedents. He was involved In re Yarisha F. (2010), which established that an ICPC required notice to and approval from the receiving state before guardianship could be transferred to a relative in the other state. His name appears with other Appellant Court decisions such as In re Avirex R. (2014), In re Azareon Y. (2013), and In re Shane M. (2014).

Attorney Moore’s skill and dedication to his craft is admired by fellow attorneys and the courts. His ability to discuss issues and caselaw have made him a “go-to’ resource for his colleagues. His ability to connect with reluctant families has made him a highly sought-after GAL.

Attorney Moore is married to his wife Marsha and has four adult children aged 56, 41, 31. and 28. He has two fantastic grandchildren aged 16 and 4.

Attorney Moore loves his fellow attorneys. He continues this important work even though next year he will be 80 years old.

In addition, Dr. Stephani Bozak, Behavioral Health Clinical Manager of Children's Mental Health Department of Children and Families, presented CLE training on mental health/behavior health services available to children and youth.
