New ASTM Standard and Phase Is in Connecticut

Program Description

On February 13, 2023, a new rule issued by the US EPA goes into effect that amends the All Appropriate Inquiries Rules (AAI rule 40 CFR Part 312) to reference ASTM International’s E1527-21 “Standard Practice for Environmental Site Assessment: Phase I Environmental Site Assessment Process.”  The rule establishes a 1-year sunset period for the use of standard E1527-13.  At our February meeting, we will be joined by Adam Henry, LEP from GZA who will present to us the key changes from the 2013 standard.  Mr. Henry will also discuss some of the differences between the ASTM standard and Phase I’s in accordance with the Connecticut Site Characterization Guidance Document (SCGD), specifically the difference between AOCs and RECs.  Mr. Henry will also touch on PFAS and how they are discussed in Phase I reports.  Please feel free to bring your own questions or issues that you have encountered.
