LEGISLATIVE PROPOSALS ANNOUNCED
This week, Leaders of Senate Democrats, House Republicans and Governor Lamont each shared details of their legislative priorities in a series of press conferences. We have provided a summary below for your review.
GOVERNOR ANNOUNCES HEALTHCARE & ENVIRONMENTAL PROPOSALS
Governor Lamont announced that the package of legislative proposals he will ask the Connecticut General Assembly to consider for ratification during the 2025 regular session will include a proposal increasing the oversight and financial stability of Connecticut hospitals, health systems, and medical practices, and ensuring that they continue providing the high quality, accessible, and affordable care that the state's residents deserve. In addition, the proposals will include containing several initiatives to strengthen Connecticut's resilience against the impacts of extreme weather events and climate change.

SENATE DEMOCRATS LEGISLATIVE AGENDA
Senate Democratic leaders continued to hold press conferences this week to share top priorities they plan to focus on during the 2025 session. Bills that were shared included new consumer protections aimed at affordability and a public health proposal designed to shield Connecticut from impending federal policy changes that could threaten the health of state residents, patient protections and drug affordability, focus on supporting disconnected youth through early education and environmental resilience.

SENATE & HOUSE REPUBLICANS ANNOUNCE LEGISLATIVE PRIORITIES
Connecticut Republicans unveiled a six-point plan aimed to bring about stability and relief for consumers. The Republican leaders said some of the public benefit programs could be scrapped, while those worth saving would be transferred to the state budget where they would be financed by tax revenue but subjected to period legislative review.
1) Remove Public Benefits Charges from electric bills
2) Prohibit agreements that buy electricity at 150 % above the wholesale price
3) Redefine “Class I renewable energy source” to include any electricity generated from a hydropower or nuclear power generating facility
4) Separate PURA from DEEP
5) Eliminate any incentive program that increases electric demand, including, any electric vehicle rebate program
6) Study ways to increase the supply of natural gas
