GOVERNORS BUDGET ADDRESS NEXT WEEK
On Wednesday, February 5th Governor Lamont will present his proposed Biennial State Budget to the General Assembly, in addition to releasing his Legislative Proposals. The proposed budget will head to the Appropriations and Finance Committees for review and public feedback. This will start the negotiations between the Governor’s office and the General Assembly.
This week, the Appropriations Committee announced the members of their Subcommittees. In an effort for Appropriations to cover the proposed biennial budget, the committee each year organizes subject matter Subcommittees that will more closely review and receive feedback on that subject. The committee will formally announce their budget hearing schedule later today or early next week. We anticipate that the agency presentations and subcommittee budget public hearing schedule will start on February 11th and last through Wednesday, February 26th.

SENATE & HOUSE DEMOCRATIC LEADERS ANNOUNCE LEGISLATIVE PRIORITY TO INCREASE STATE MEDICAID RATES
House and Senate Democratic leaders announced one of their major legislative proposals this session, to increase Medicaid reimbursement rates for healthcare providers. Medicaid is a public health insurance program for individuals and families with limited incomes, including children, pregnant women, seniors, and people with disabilities. Each state runs its own Medicaid program in partnership with the federal government, so eligibility and benefits can differ by state.
The proposal is a multi-year plan based on the Medicaid Rate Study, and includes:
- Increasing reimbursement rates, up to current federal rate levels to be on par with Medicare, for all providers. Many providers are still reimbursed with the 2007 fee schedule such as dental, school-based health centers, family planning, psychology and other services.
- Bringing all providers up to at least a 75-80% reimbursement benchmark and filling in coverage gaps, such as raising reimbursements for certain provider groups excluded from the study, including home and behavioral health, dental, autism, naturopathy and others.
- Increasing formula grants under Medicaid to providers not currently covered in the study, including community-based Federally Qualified Health Centers (FQHCs), substance abuse treatment, hospice and home healthcare.

Governor Lamont announced that the package of legislative proposals he will ask the Connecticut General Assembly to ratify during the 2025 regular session will include a bill consolidating and strengthening the state’s existing hate crime statutes in order to increase the ability of police and prosecutors to charge criminals with these crimes and seek enhanced penalties. The legislation the governor is proposing, which originates from the work of the Connecticut Hate Crimes Advisory Council, consolidates all of the state’s existing hate crimes laws into a new hate crimes chapter of the Connecticut General Statutes.
BREAKING NEWS
Education Commissioner Charlene Russell-Tucker and Governor Lamont announced that the Connecticut State Department of Education has issued a guidance document to every K-12 public school district in Connecticut in response to questions regarding the impact that recent changes in policy guidance from the U.S. Department of Homeland Security pertaining to immigration enforcement activities may have on school operations, student privacy, and the safeguarding of students while in school.
Comptroller Sean Scanlon, Governor Lamont and the leadership of the Connecticut State Police and the Connecticut Department of Transportation are applauding the Connecticut General Assembly for voting to ratify an agreement reached between the Office of the Governor, the Office of the State Comptroller, and the State Employees Bargaining Agent Coalition (SEBAC) that makes the surviving families of state employees who are killed in the line of duty eligible to receive enhanced survivor benefits, regardless of whether that state employee was eligible to receive a pension at the time of their death.
Governor Lamont announced that he is sending the Connecticut General Assembly the nominations of several jurists to serve in Connecticut’s courts, including the Honorable William H. Bright, Jr. as an associate justice of the Supreme Court, the Honorable Robin L. Wilson as a judge of the Appellate Court, and 13 other jurists as judges of the Superior Court. Additionally, the governor is nominating two jurists to serve as family support magistrates and three as administrative law judges on the Workers’ Compensation Commission.
