STATE LEGISLATURE AND GOVERNOR APPROVE MODIFIED SPENDING PLAN
On Wednesday, the House and Senate passed a number of appointments during session, along with two new emergency funding bills, HB 7163 and SB 1453, following the Governor's line-item vetoes to their original spending plan. The new bills included everything that was vetoed, $40 million to help towns cover their special education costs and another $2.8 million to help a group of LGBTQ+ nonprofits and Planned Parenthood, however the funding source was different from the original bills. The nearly $43 million was used from accounts outside of the General Fund as to remove doubt of coming up against the spending cap, potentially impacting the state's fiscal guardrails, an argument the Governor had made. TheGovernor has expressed supportfor the bills.

GENERAL FUND UPDATE

Comptroller Sean Scanlon, in his monthly financial and economic update, projected a Fiscal Year 2025 General Fund surplus of $390.0 million and a Special Transportation Fund surplus of $156.8 million, both in general agreement with the Office of Policy and Management's projections.
